The Elemental Lands are under constant threat from the beings that live in the Mountain. Every Land has to be on guard and ever vigilant to repel attacks that come from the lone figure. No one has heard of any attacks from the Mountain in the past ten years. Things have gotten lax for the people of the Elemental Lands, and that includes the military post Fort Gorgan in the Plains.
