Chapter 100 We Are on the Road

Chapter One Hundred We Are on the Road

"Hello, listeners in front of the radio!"

"Time flies like a white horse crossing a gap, and quietly, our People's Autonomous Region has gone through eight springs and autumns. From April 15th, 1914, when the People's Autonomous Government was declared established, to today, December 25th, 1922, the autonomous region has expanded from the initial Liuzhou city to the current seven provinces in the west. We can't help but ask ourselves, how has our fate changed? How is our past and present life, and how will it develop in the future? What direction will our autonomous region's development take in the future? Through a questionnaire survey by People's Broadcasting Station, we collected some questions and were fortunate enough to invite Premier Zhang Yusheng of the Autonomous Region to be a guest on the broadcast. We will answer these questions live for everyone listening through the radio."

Every day, People's Radio Station starts broadcasting news at 7:00 standard time. After the end of the 7:30 program, there will be a one-hour program that is different every week. This period has inserted a special program, and the guest is also special, so the questions are also very special, making this program even more unique.

Host: "Premier, thank you very much for taking the time to participate in this special interview program despite your busy schedule. We all know that the People's Autonomous Region has been established for over eight years now. Although it's a relatively short period of time, during these three thousand days and nights, the region has grown from small to large, and the people have transitioned from poverty to happiness. Under the leadership of the Revival Party, the People's Autonomous Government has led over 200 million people in achieving remarkable success in China's traditionally considered backward western regions. Many of our listeners are filled with gratitude, and they would love to hear your thoughts on this matter."

"Today, I am delighted to accept the invitation from People's Broadcasting and People's Weekly to be a guest on Commander Zhang's radio show. As for my personal views on the achievements of the autonomous region, modesty leads to progress, while arrogance leads to decline. In my opinion, what we have achieved is not success, but rather an improvement, still some distance away from true success."

"We improved the situation of the people in the autonomous region suffering from feudal forces' oppression, allowing the people to regain their freedom; we implemented a land policy that benefits both the people and the country, directly benefiting the vast number of farmers and improving the people's lives; we improved the traditional economic structure of the autonomous region, creating light and heavy industries to drive economic development, guiding multiple industries to progress together and achieve common prosperity and wealth, improving the quality of life for the people; we improved the backward appearance of the autonomous region, initially forming a relatively good foundation for transportation and communication, with railways, highways, river transport, aviation, telecommunications, etc. developing well, improving the people's way of life and travel options, promoting social integration and common development. We transformed the traditional feudal ideology, implemented universal education and universal welfare guarantee system, improved the current social situation..."

Host: "Since we mentioned the achievements of the autonomous region, let's break it down into several aspects, such as education, industry and agriculture, transportation, people's livelihoods, etc. Premier and Commander-in-Chief, can you tell us about the achievements in each area, the difficulties faced during development, and what kind of development trends will there be in each area?"

Chang Yu-sheng: "This question is a bit big, but fortunately we have time today to discuss these issues thoroughly. I believe it's also the most concerning issue for our radio listeners and tomorrow's newspaper readers. As the Premier, I can start by talking about the most important thing - the beginning and end of the Haicheng earthquake."

"This rare great disaster unfortunately landed on our countrymen, the disaster took away 3578 people's lives, and made 12047 people disabled, mountains and rivers shifted, homes were shattered, and tens of thousands of people's lives changed. When the earthquake passed for 10 days, we looked back at this disaster, more is a common progress result of the autonomous region."

"Unity is strength, disaster is order. After the disaster occurred, our government and military took great initiative, local governments led the people to carry out self-rescue efforts, the military organized forces to launch daring rescue operations, the government mobilized resources to resist earthquakes and disasters... Now, the disaster area has entered the stage of rebuilding homes, while mourning the deceased, we also give hope and confidence to those who are alive to rebuild a good life. In short, from this incident, we can see the progress of the autonomous region."

Zhang Yusheng took a sip of tea, moistened his throat and adjusted his thoughts before continuing: "First of all, it's our educational progress. Education is the foundation of a country and a nation. The phrase 'A hundred years' plan, education as the foundation' doesn't need me to elaborate, everyone here understands its logic. Today I'd like to add another phrase: 'Knowledge changes fate, technology promotes life.' All progress and change are inseparable from education."

"It is well known that China's past education system was seriously outdated compared to the current era. Without mentioning whether the eight-legged essay has any practical use in production and life, the educational ideology of rote memorization without flexible thinking and comprehensive understanding is a serious mistake. We advocate for scientific, democratic, and free learning trends, using scientific perspectives to discover problems, think, and solve them - this is truly scientific education and correct education. The Four Books and Five Classics are our country's brilliant national culture, belonging to our country's rich ancient culture. We can learn from the various ideological realms of the ancients, looking at historical issues with different thinking perspectives. However, our learning needs to be multi-faceted and adaptable to modern educational methods in order to achieve progress and development."

"Language, mathematics, physics and chemistry, each subject represents a different direction of learning. By studying language, we can understand the glorious history, brilliant culture and long-standing national traditions of our own nation, and carry them forward. Studying subjects like math and science lays the foundation for future studies that are more challenging and richer in knowledge... In short, our learning first teaches us how to be a person, then how to be a successful person."

"The autonomous region implements compulsory education with universal obligation, which is in line with the actual situation of the autonomous region. The western provinces have always been areas where China's education has developed slowly, with a complex ethnic composition and diverse cultures, and uneven quality. In addition to the government's neglect in the past, the people's quality has always been slow to improve. Faced with such a difficult situation, the autonomous region decisively proposed free compulsory education measures, allowing people to study and grow without burden, increasing scientific and cultural literacy and enhancing physical fitness."

"It is precisely because of the progress in education that we have achieved comprehensive strength enhancement in industrial development, military power, and people's livelihood improvement. Before the earthquake occurred, we had the ability to implement an important resource strategic reserve plan, establishing reserves of grain, clothing, tents, medicine, and other materials in all provinces, cities, and counties within the autonomous region. In addition to regulating prices, responding to possible natural disasters is one of its most important uses. It is precisely because of such reserves that our disaster victims have clothes to wear, medicine to take, food to eat, and a place to live."

"Our comprehensive national strength has enabled our government to quickly mobilize rescue forces, rapidly reach the disaster area through a vast transportation network and launch relief efforts. To put it simply, without progress in education, there would be no development of the aviation industry; without strong air transport capabilities shared by both military and civilian sectors, we would not have been able to actively and effectively carry out various relief operations. It is precisely because of our sufficient comprehensive national strength that we can rebuild our homes with confidence after the disaster. Is all this not due to progress in education?"

Host: "I'm very sorry to interrupt the Premier's speech, but I'd like to raise a question on an urgent matter. It's about the Haiyuan earthquake. Our entire autonomous region, our people's government, people's army and Revival Party are all highly concerned, and hundreds of millions of people are closely united together. However, up until today, many places both domestically and internationally have yet to report or comment on this major earthquake..."

The host had not finished speaking, and Chang Yu-sheng signaled him to stop. He understood the host's idea, which was why the "Global Earthquake" that shook the entire world only received attention and attention from the autonomous region, while other regions in China and the world powers turned a deaf ear, especially that so-called central government, why not even a little bit of attention was paid to this matter. It is pathetic that nothing exists in this world.

"After the Haiyuan earthquake, whether other countries, nations and peoples in the world will pay attention to or provide assistance is their freedom, we have no right to interfere or ask. The autonomous region is a big family, when disaster strikes at home, whether outsiders offer sympathy and help, if they do, we thank them. If not, we don't need to blame anyone either. Didn't we also rely on our own strength to reduce the harm of the disaster to the lowest? As for claiming to be the central Beijing certain faction army, the only legitimate government in China representing people's interests, their actions have long been despised by us. Our People's Autonomous Government is the only government in the autonomous region and truly represents the people's interests. Whether outsiders pay attention to or care about the autonomous region we don't care, our own path we walk ourselves, one step at a time, walking steadily."

Host: "Indeed, our achievements are not from self-reliance and hard work, our people are united and progressing together to achieve today's prosperity. So let's go back to the previous topic, what future plans does the People's Autonomous Government have for education?"

Zhang Yu-sheng: "The Ministry of Education has a very detailed and scientific plan for this issue. The achievements made since the implementation of compulsory education for all are commendable, but the future is also worth paying attention to and planning for. Currently, we have set up at least one basic education school in each province and county, with more in larger counties and cities. Our educational focus is on young people, whose growth is crucial for China's future and national rejuvenation. On the other hand, technical education and higher education have achieved remarkable results. The Industrial University has provided strong support for the autonomous region's industrial progress, while a wide variety of technical schools with complete functions have provided powerful support for the development of industry."

"In the future, our education policy is to expand the scale of education. As it is known that this year is the first batch of students graduating from the autonomous region's universal compulsory education policy, with 3.128 million people leaving basic education schools, they will enter higher education universities or technical schools for further study after completing their basic education. Therefore, our higher education industry has begun to move towards a critical period of development. Sichuan University, Yunnan University, Guizhou University, China Agricultural University, and the University of Science and Technology of China, among five new emerging institutions of higher learning, will join with China Industrial University to form an important part of the autonomous region's higher education system. In short, our education will slowly enter the era of quality education, high-quality talent is the need of society, and naturally becomes the focus of work in the education industry..."

Host: "We all know that the autonomous region's educational philosophy is summed up in one sentence, which is 'First learn how to be a person, then learn how to be a successful person'. Mr. Chairman, can you explain the meaning of this sentence before introducing other achievements?"

"Of course. Being a person and being successful, this is the creed and goal that our education has always upheld. The significance she represents is very simple, but also very significant. Being a person means understanding the logic of being a person, learning to deal with others, understanding civilized manners, knowing what is right and wrong, and being clear about human relationships. The talent we cultivate must first understand that they are Chinese, children of a great nation with 5,000 years of brilliant civilization. We need to establish a strong sense of national self-respect, self-confidence, and pride, in order to be a person, to be a Chinese person, to be a child of a civilized ancient country who knows the etiquette."

"Secondly, our students need to understand their own strengths and weaknesses, which is also one of the most important principles in life. Modern China has suffered from various hardships and humiliations, with layers of shame heaped upon the Chinese nation. 'Know shame and then be brave', as students are among the most knowledgeable and culturally refined groups in society, their words, actions, thoughts, and activities all reflect the future development of the nation. If the children receiving education in our autonomous region can obey discipline, take care of public property, respect teachers and friends, unite with classmates, and study diligently; if the university students in our autonomous region can love their country, work hard, respect the elderly and care for the young, and strive to be revolutionary pioneers; then our future will not be as dark and ugly as it is now, and China's tomorrow will no longer be poor and backward, subject to the mercy of others. Therefore, students with national spirit, positive life attitude, healthy and lively personality, and diligence are our educational goals, and also the hope for the nation's future."

"To be a successful person, is to be 'successful'. We can define it as: everyone has a goal and is willing to strive for it. This is success, regardless of whether the goal is achieved or not, and whether one's life value is showcased or not. The result of striving may not be beautiful, but the process of effort is certainly charming. Our education first teaches children how to be human, then encourages them to dare to set goals for themselves, find their own targets, and strive for their own ideals. The most successful and wonderful part of life is not the moment when dreams come true, but the process of persisting in one's dreams."

"I remember when I visited a primary school, many children were having an ideological education class under the teacher's guidance. Every child in the classroom spoke up and actively participated in the discussion about their dreams. Some wanted to be scientists, some wanted to be high-tech workers, and even someone wanted to own a big ship. No matter what, they are all children with ideals. Our education is a shaping process, a supportive system, and a growth platform. We don't expect our children to have a very successful future; if they become good people, that's already the success of our education. If they can become idealistic, moral, disciplined, and cultured pillars of the nation and ethnic elites in the future, it proves that our educational system and work are meaningful."

Host: "I believe that our nation's rejuvenation dream will also come true, and our country will eventually become strong because we have been working tirelessly. Now, let's transition to another topic, please introduce the current development status and future development of autonomous industry."

Zhang Yu Sheng: "Actually, I've been asking myself this question all along. I often ask myself what the economic structure of our autonomous region should be like and how we can enable so many impoverished people to become rich and pursue a well-off life as soon as possible. The Party and government have done a lot of research, thinking, and work on these issues. Industry is a country's economic engine. In the past, the British Empire, which was known for its vast territories where 'the sun never sets', established a complete industrial system through the Industrial Revolution, greatly increasing productivity and enabling the country to become rich and powerful. Every imperialist country has achieved national prosperity and strength by continuously carrying out industrial reforms and adjustments, reaching a high level of social productive forces. The United States is like this, Germany is like this, what about us?"

"In Guangxi, Yunnan, Guizhou, Hainan and Sichuan, when these provinces were not yet under the control of the people's government, what was it like? The landlords, feudal bureaucrats, warlords, bandits, and local tyrants oppressed the masses, causing agricultural production, which was already low, to be on the verge of bankruptcy time and again. How many disasters led to refugees begging for survival everywhere, how many families sold their children? When people in imperialist countries were living a life without worrying about food or clothing, there were not a few people in our country who were struggling at the edge of life and death, suffering from hunger and cold. We also need reform, we also need to stand up again, we also need to live a rich life, this is why the autonomous region needs to establish strong industries."

"In these years, we have completed the establishment of heavy industrial factories such as iron and steel smelting, petrochemicals, machinery manufacturing, shipbuilding, automobile production, and chemical preparation, forming a relatively complete heavy industry system. We have achieved the first leap in the productive forces of the autonomous region, and the masses of people have gradually walked out of the poverty line and into a well-off circle. Subsequent land reform and large-scale water conservancy construction have transformed the originally barren land into fertile land, turning tenant farmers who had no land into real peasants, creating a happy life for themselves by farming and cultivating their own land."

The progress between agriculture and heavy industry gradually stretched out light industry and tertiary industry. With the continuous development of the economy, our people have increasing various consumption demands, not just warmth and fullness, but also comfort and prosperity. We need better clothes and shoes, we need more and better food, we need more comfortable and warm new houses, and of course, we also need to enjoy the convenience brought by industrial civilization. Therefore, diligent and intelligent people quickly learned to start businesses, and private enterprises such as food processing plants, garment factories, hotels, and restaurants were all created by farmers who were once ignorant and oppressed. They have slowly walked towards prosperity and left behind hunger and poverty. As a result, people's lives became more rich and colorful, which is the benefit brought by proper industrial development. The successful holding of the first People's Congress also reflects the improvement of people's livelihood.

"Of course, the significant progress in our people's living standards is inseparable from a series of measures taken by our government and the hard work of the masses. In the process of continuous development and reform, the government has gradually deepened its bond with the people, and industry has transformed from solely relying on foreign exports to earn funds for regional construction to serving the domestic population. Whether it's small cars or small machinery that meet people's needs, our industry can satisfy various material demands, which in turn allows industry to become more closely tied to people's lives and integrated into their daily lives."

The development and change of agriculture have always followed the policy tradition of people's autonomy and government's proper guidance. Farmers in the autonomous region have the right to use their own land, it is their freedom to grow wheat or rice, and no one has the right to ask about changing to vegetable and fruit planting, poultry and fish breeding, etc. The scientificization of agriculture has driven the steady increase in production and the improvement of resistance to natural disasters, farmers can obtain benefits beyond the value of the products themselves, and deep processing and commodification with food processing enterprises are inseparable, it is precisely this that has achieved the integration of multiple industries in the autonomous region and the common progress of multiple industries.

"In short, the development so far has enabled the masses to fully exercise their autonomy in production. Due to its geographical location close to cities, they can sell various fruits and vegetables at any time to obtain cash benefits. They can also plant large-scale crops such as rapeseed, fruits, etc., with high added value, fast income cycle, and great potential for returns that may be higher than planting grains. However, some people are willing to continue planting rice, wheat, corn, etc., believing that prices will rise one day... The government does not interfere with these activities, including our economic life, which fully reflects the liberalization of market economy. Agriculture has achieved better results year by year in such a relaxed development environment, which is the result of the masses' own efforts and the overall harvest of society, forming a good situation of common progress with other industries."

Host: "We all know that the autonomous region's economic development, the government is advocating for liberalized competition, and has introduced a comprehensive set of laws and regulations to standardize a series of economic behaviors. However, we have found that in some important projects and industries, the government is independently carrying out various tasks on its own, while private enterprises are participating at an increasing rate every year, but the speed is still slow. The government has not extended a helping hand to these private enterprises, instead maintaining an attitude of letting them develop on their own without interference or obstruction. For example, in industries such as transportation construction and energy development, Premier, can you talk about why this is the case? Of course, this question is also a common query among many entrepreneurs and businesspeople, so I'd like to take this opportunity to ask you on their behalf."

"Can you still recall a sentence I said earlier? Industry is the hematopoietic machine of a country. If industry is indeed the source of vitality for a nation and its people, then some industries are the lifeblood of the nation and its people. Let's first talk about the transportation construction industry. This transportation network construction is the third major government development focus after education, agriculture, and industry, and it is also a key area of construction. Nowadays, the popular saying 'to get rich, build roads first' has spread throughout the autonomous region, and our people have indeed gained practical benefits from good transportation construction."

"In economic activities, whether it is agricultural products, industrial products or minerals, material circulation must be carried out to generate economic flow. Take a simple example: farmers in the mountains, who have worked hard to grow crops, medicinal herbs and tea leaves, cannot bring in income if they are not transported out, but instead will bring themselves great burdens. Without transportation infrastructure, there is no transportation industry, and without the transportation industry, secondary industries such as car hotels, repair shops, gas stations and car washes will also lose their service objects, and the autonomous region's economy will return to the backward era of male farming and female weaving."

"We are carrying out various transportation constructions, and they are almost entirely held independently by the government, which is an unavoidable thing. Modern transportation construction can no longer use outdated production tools and methods, such as excavators, bulldozers, and road rollers for civil engineering work. Many of our projects are built in areas with complex and diverse geological terrain. To take an example, building a railway connecting multiple provinces, the speed and quality of this project's construction not only affect whether the future economic lifeline can be opened up as soon as possible but also bear heavy expectations and requirements. Without quality assurance, it is impossible to meet the needs of economic activities."

"The government independently undertakes major construction projects, including water conservancy projects, in order to guarantee quality and speed. The military needs to use them, economic circulation needs to use them even more, and the masses need to use them when traveling. It's not about letting private enterprises with economic interests take on such a huge responsibility, such as a cross-river bridge that is thousands of meters long or tunnels that are tens of kilometers long. The autonomous region government attaches great importance to the quality requirements of projects, and this will be even more so in the future. Shoddy tofu-like projects cannot be tolerated."

"At present, the four provinces of Sichuan, Yunnan, Guizhou and Guangxi in the autonomous region have basically completed the coverage of railway and highway transportation networks. However, the current traffic situation in Gansu and Shaanxi is still backward, and they need to build basic highway networks. The technical requirements for highways are not high, so the government naturally allows some qualified private units to participate in various construction works, including future improvements to the autonomous region's internal transportation network. Restrictions on private enterprises can be gradually relaxed, allowing the masses to participate in the transportation construction industry in more ways, as long as they have the ability to ensure quality and quantity and complete projects on time."

Zhang Yusheng could not have imagined that the private enterprises of later generations would contract various projects, with highway construction costs calculated in millions per kilometer. As a result, they quickly became repetitive projects, with new ones emerging every year, and old ones being repaired and supplemented for two years. If it was really impossible to repair them, they would be rebuilt. The GDP was just a series of tofu dregs projects and repeated construction projects that were pulled up. How could the autonomous region, which is still in the development stage, not attach importance to these basic engineering constructions?

Host: "The government has always considered transportation construction to be as important as education in the long-term plan, will this hinder the healthy development of the autonomous region's economy? In the future, after relaxing restrictions, will the government completely allow enterprises to enter railway and hydropower projects with full authority as independent legal persons? There are also many industries that have restricted entry, when can they be gradually opened up?"

"First of all, I need to correct your statement. The autonomous region's economic development has always adhered to the principles of a free and healthy government economic policy. For transportation construction industries that have not yet been incorporated into the national open economic system, the government should naturally refuse to allow enterprises with substandard technology to enter specific industries. Industries related to national security and people's livelihoods, such as communications, energy, water conservancy, transportation, and military industry, all have extremely high technical requirements for entry, and it is inevitable that state-owned enterprises will be the main players for a long time. Of course, our private enterprises and individual groups can gradually make progress, and these industries will also be opened up one after another. As the saying goes, 'one can only eat as much as one's stomach can hold', as long as we have enough capacity, our government will not let people go hungry."

Zhang Yusheng made a timely joke, in fact, he really had no bottom line when it came to when these industries would open up. For example, the military industry, the European war undoubtedly made this industry earn quite a lot of profit, and the government occupied an absolute monopoly in this industry. If private enterprises were really able to manufacture guns, artillery, aircraft, and tanks, opening up this industry would require a lot of work to be done, such as how to supervise the industry, how to coordinate with various enterprises, etc., which was also something to consider.

Host: "Earlier, we have discussed three major aspects. Now, there is only one thing left that the people are most concerned about and closely related to their own interests - the livelihood project. I would like to ask you, Premier, if you could share your personal views on this aspect, rather than the government's measures and achievements. Many people understand the policies of relevant government departments, but many listeners want to hear your thoughts."

Zhang Yusheng: "People's livelihoods have always been a key concern for the government. The reason is simple, because the government is also composed of ordinary people, it is the people's government. In this society, each role is constantly changing. During the day when you go to work, you may be an honorable teacher or an honorable worker, doing a glorious job and being respected by the masses, but you need legal protection for your legitimate rights and interests, you need some institutions to protect other aspects of your life."

"After work, you immediately become an ordinary consumer, and you need to take a car, ride a bike, etc. in various ways to get home, but at this time, you must follow the law, otherwise, even the best laws cannot maintain your illegal behavior; maybe you will also take your family out for a good meal, and when that happens, you need a sound consumer protection law to protect your various consumption behaviors, protecting your legitimate rights and interests. And some people, after possessing a certain level of knowledge, technical expertise, and financial reserves, can choose to re-employ themselves, immediately becoming entrepreneurs, maybe not long after being acquired by others, their enterprise becomes a subsidiary, and they return to being workers again. The lives of the masses are changing endlessly every day, we need a sound legal system to protect all kinds of legitimate behavior, we need to build various public facilities to safeguard people's interests, gradually becoming part of social life, also known as civil affairs."

"Hospitals, courts, car (train) stations, shops and so on. People spend most of their time outside of work in these places. Apart from the issue of children's education, our livelihoods are about ensuring that people have food, clothing, housing, transportation, and medical care. The government can establish a sound legal system to regulate the market and ensure that people live a prosperous life. However, the problem of medical care is a long-standing difficult issue for any country or region."

Zhang Yu-sheng's 21st century is the outbreak of this problem. A package of medicines that costs over a dozen yuan can be sold to hospitals for over 200 yuan, which is a crazy thing done by public hospitals in the 21st century. They are still self-satisfied and proud, I don't know how they wrote the words "Save lives, help the wounded, serve the people". Since Zhang Yu-sheng has arrived in this era, he naturally wants to avoid these problems as much as possible, especially since this problem involves military interests. If not handled properly, Zhang Yu-sheng will be the first to strangle himself, not the doctors and pharmaceutical factories.

"'Let the people see a doctor' is the overall requirement of the entire government medical system, from the Ministry of Health to the township health centers. In my opinion, life is precious, just like the Wenchuan earthquake, without sufficient medical strength, our compatriots, our comrades, and our loved ones will all die from illness. Medical security is a matter of paramount importance for people's livelihoods. Of course, this industry, like the third question, cannot be opened to the public in a short period of time. If private enterprises really want to enter this field, they must work hard..."

Host: "With the Premier's words, I believe many people will be inspired to start their own businesses and venture into industries with high profits. The government encourages development, progress, and competition. As long as one has sufficient capabilities, the so-called 'high-profit' industries will open their arms wide. However, there are great risks involved, so please be cautious, listeners. Let's return to our topic. Some people say that the autonomous region is experiencing its second wave of large-scale development, but in reality, many departments are already undergoing work adjustments. Therefore, many people believe that the government will make big moves in the future. Is this true?"

Zhang Yu-sheng: "Indeed, the goals proposed by the Third People's Congress in 1918 have been achieved. As for what kind of major move will be made next, I don't want to comment on that at this time. In general, the scale of construction will be expanded in the future, especially in Shaanxi, Gansu and Xinjiang. The post-disaster reconstruction work in disaster-stricken areas is even more important. Of course, achieving greater progress in the three major undertakings of autonomous region education, people's livelihood, and infrastructure construction, and striving to bring the autonomous region's science and technology, culture, industry level, military strength and other aspects to a new level are also an important part."

Host: "Earlier, the spokesperson of the autonomous region's cultural department publicly announced that in the next five years, the autonomous region will strengthen the consolidation and construction of the cultures of various ethnic groups in the west, collect and sort out the essence of traditional culture, and so on. In short, it is necessary to increase the protection of traditional cultural undertakings within the autonomous region in the next five years. The cultural department will strengthen the protection of Chinese history, cultural relics, and precious cultural artifacts. Can these be seen as a special development focus?"

"Within the seven provinces, dozens of ethnic groups coexist, each with their own unique traditional culture. Through thousands of years of interaction, a distinct Western cultural heritage has been formed. These cultural contents are the wealth passed down to us by our ancestors, and it is our duty to carefully sort out and preserve them. Of course, we also have the right to appreciate and admire them. Therefore, we will increase investment in cultural construction in each province, build a batch of characteristic museums and comprehensive exhibition halls for people to learn from and admire. At the same time, we will also strengthen research on historical culture and carefully preserve it, making contributions to the brilliant civilization of Chinese culture. The Ministry of Culture will work together with enthusiastic individuals or groups to complete this task, which is a long-term project of great significance and a core task for society as a whole at any time."

Host: "Can we consider this construction as an important part of promoting national culture, cultivating new era national spirit, building a new social fashion and national spiritual culture in many works?"

Chang Yu-sheng: "The education industry we discussed earlier is not limited to educating school-age children, but rather a comprehensive national education industry. Whether it's scientific culture or national historical culture, they are all part of the education industry. In cultivating young people in the new era, there is naturally an important topic of historical education. Moreover, the government will also increase its efforts to develop science and cultural education, such as the Ministry of Culture and Education planning to build large-scale public cultural and educational centers and libraries near government offices at all levels, whether county-level, township-level or provincial-level cities."

Host: "Earlier, we also learned that the government's future work will take care of the overall situation and have some focus. In other words, in the long run, the scope of government-led project construction will be expanded, the content of construction will increase, the intensity of construction will increase, and the requirements for construction will be raised. Many people are concerned about whether the government has the ability to continue expanding such a large-scale construction? Is the expansion of government construction related to the premise of global economic recovery?"

"Haha, this question indeed hits the nail on the head. China has always been a large agricultural country, and the government's financial resources have relied heavily on agricultural taxes. However, most of the western regions are impoverished areas where people struggle to make a living, so how can the government add more burdens to the people? The autonomous region's finances have long relied on commercial tax revenue, profits from state-owned enterprises, industrial taxes, and other sources. Some departments that can accept donations from the public can also obtain some funding from the people. The autonomous region has many large expenditures to bear, such as education and infrastructure construction, which require significant government investment. Overall, the financial capacity of the people's government is relatively tight."

"After conducting a thorough investigation, in the past eight years or so, about 300 million people in the autonomous region have achieved poverty alleviation and become rich. Those who are still below the poverty line are only in remote areas. The main content of this large-scale construction is the people-benefiting big construction, and the enthusiasm of the common people is very high. I once met an old man who was planning to buy a 10,000-yuan three-year government bond himself. And more middle-class families are preparing to purchase government bonds as a long-term investment tool, with a return on investment far higher than saving in banks..."

Host: "So you're saying that in the future, the government will borrow funds from the private sector to drive various construction projects. What scale of bond issuance are we talking about? Can the returns be guaranteed?"

Zhang Yu-sheng: "According to the joint budget planning of several major departments including the Development and Reform Commission, Science and Technology Commission, Ministry of Finance, Labor and Social Security Department, Population and Family Planning Commission, and People's Bank, etc., in the future, various departments will work together to improve administrative functions, complete the technological upgrading and transformation of key industrial and mining enterprises in the autonomous region, complete the construction of social security system, build a number of important national defense industries and major projects, and complete major military construction projects. Such a large number of projects naturally require a huge amount of funding as support, which can also be seen as a major move by the government to expand domestic demand and strengthen hardware construction. However, how much funding the government needs, when it is needed, and what kind of return rate will be given to bonds, etc., are still under discussion..."

Host: "We all know that any action taken by the government is for the benefit of the people, and the large-scale construction of future governments is also for the development of the autonomous region. A large number of projects will greatly drive the overall development of the autonomous region. We all believe that the future of the autonomous region is extremely bright. Today's interview program has come to an end. Thank you very much to the chairman for taking time out of his busy schedule to participate in our program, and thank you also to our listeners in front of the radio. The transcript of this program will be published in tomorrow's People's Daily. Thank you all for listening, goodbye!"

The specially broadcast program is a deliberate arrangement of People's Broadcasting, and in fact, there are corresponding programs arranged every week at this time. Monday is "Agricultural Heaven", the column tells about the latest research results of agricultural science and technology or experienced old farmers share their own experiences with listeners. This column is very popular among people, especially after the diversification of agriculture in the autonomous region, clever farmers naturally have a demand for various scientific knowledge in order to maximize their self-interest, which coincides with the Ministry of Agriculture's advocacy of scientific agriculture.

Tuesday's program is "360 lines", with the saying "360 lines, every line produces a champion". This program has a broad vision, although it can't reach the level of "butchering cows like a god", but the workers in the slaughterhouse are also highly skilled and impressive. They use their diligent hands to win success for themselves. Vegetable sellers, drivers, businessmen, etc., each successful person has a story worth recalling behind them. Such an educational program that tells stories is naturally one of the must-listen programs for many people.

Wednesday's program is "Rule of Law Society", human freedom is within the framework of the law, if it exceeds the legal limits, it should be punished accordingly. With hundreds of millions of illiterate people in autonomous regions, "knowing the law and breaking the law" is fundamentally impossible, and no one is born a criminal. For the people, knowing legal common sense can also regulate and guide their behavior, improve their quality, and know that there is another weapon to protect them at all times, which is the law. The interpretation of laws such as the "Criminal Law", "Tax Law", "Company Law", "General Principles of Civil Law" and so on are very popular among listeners.

Thursday's program is particularly special, according to conventional theory, the orientation of this program is very narrow, but in fact, it is the opposite. "Entrepreneurship and Wealth" This program should be sparsely listened to by the majority of farmers in the autonomous region, but a questionnaire survey conducted by the broadcasting company found that this program is particularly popular. The autonomous region has the "Company Law" to provide legal protection and guidance for starting businesses, setting up factories, and doing business, but what is lacking among the people is not creativity, but entrepreneurial confidence, funds, and technical equipment, etc. This program will give many people a clear understanding of how to apply for startup loans from major banks, how to analyze markets and enterprise positioning, how to scientifically manage enterprises, and how to implement enterprise marketing strategies, etc. Of course, these are all in the form of suggestions by related scholars, and also inviting well-known entrepreneurs and businesspeople to share their experiences, so it can be said that someone says that the development of the autonomous region's economy is inseparable from this program.

The program on Friday is called "Talent Pioneer". This program mainly talks about advanced technologies in the industry, especially the personal achievements of some outstanding technical workers, their experiences, their journey, their growth stories, etc. These are all extraordinary stories among ordinary people. More importantly, this program is a recognition of the achievements of technical talents, whether they are welders, machinists, electricians, and other ordinary positions that give birth to extraordinary stories. In addition to inspiring others, it also showcases the charm of industrial technology. Technical talents who do not engage in agriculture, business, politics, or military affairs are also pioneers of social progress.

The program on Saturday is called "National Education", the content of which naturally matches its name, such as improving citizens' scientific and cultural literacy, promoting new social fashion and moral concepts, etc. Building a perfect education system for a part of the population, after all, does not occupy most of society, but more young, middle-aged and elderly people. In addition to literacy education and technical training, this program is a good educational tool. Few people can read texts, but many can understand Mandarin. While listening to various knowledge, they receive education at the same time. This way may be the first "distance education" in human history!

Sunday's program is the most listened to, with a vast and profound history, an endless past, an unpredictable future, and an incomprehensible present. The "China" program has many episodes that tell the story of China's national history, reviewing and narrating various dynasties such as Tang, Song, Yuan, Ming, and Qing. Sometimes it also inserts current events commentary, especially on major international and domestic issues, greatly enriching people's perspectives. Modern China's national shame and affairs have led to deep reflection and resonance among many people.

The special program made by People's Broadcasting answers many questions from the audience, and on another level, it is also an affirmation of the government's work over the past eight years. From poverty to prosperity, the autonomous region's government has taken eight years and eight months, but how long will it take to become rich and strong? Will the autonomous region maintain its current status? All this remains unknown, but one thing is certain: the revival of the Chinese nation has taken a more solid and joyful step forward, because we always believe that we are on the road, on the road of revival, in the fearless, brave, and hardworking struggle...

PS: Today's double update was exhausting, nearly 20,000 words almost took my life. However, the good news is that the first volume of "Great Country Without Borders" officially ended today, and tomorrow will enter the second volume. Unfortunately, the exhausted kid can only apologize and say: Tomorrow there will only be one update. But in any case, the kid thanks brothers for their continued strong support, thank you!
